Welcome

Fleetview was completed in 2001 and was one of the first strata buildings to open its doors as part of the Jacksons Landing precinct.

The Fleetview building has two addresses, namely 66 Bowman Street and 41 Refinery Drive. The building comprises 13 levels with 150 apartments in total. The ground level dwellings on Bowman St and Refinery Drive are designed as townhouses. There is a small gym, a large plunge pool and garden deck with an electric BBQ which are all well used especially during the warmer months.

Below is information for residents of Fleetview and includes useful contacts (Building Manager, Strata Manager, etc), FAQs and plain language interpretations of relevant topics affecting Fleetview owners and residents.

Sustainability

In March 2024 Fleetview achieved a NABERS rating of 5 out of 6 (up from 3 previously). This was primarily as a result of reducing common property grid power usage by:

  • installing 98kW solar PV system on the roof
  • installing motion sensors and LED lights in all common areas including corridors, stairs, garage, etc

There is ongoing work aimed at reducing common property power requirements, and electricity bills, even further with initiatives such as

  • CO monitoring in the garage to help optimise exhaust fan power usage
  • variable speed drive controllers on the condenser water pump motors to optimise power usage by the ducted air conditioning

Fleetview By-laws (and policies)

Each strata in Jacksons Landing is bound by the Community Management Statement (CMS), and the Jacksons Landing Architectural and Landscape Standards. These documents can be found here.

Please note the following strata  committee policies are non binding and are just included here for information and clarity.

Application Approval Policy (18 Aug 2024): For standard requests (pets, air con, storage shed, cosmetic renovation), unless any of the committee objects within 14 calendar days of receiving the application from the Strata Manager or Building Manager, the application will be understood to have been approved by the committee and this will be communicated back to the applicant via the Building Manager or Strata Manager as appropriate. If a member of the committee objects to an application the committee will debate the issue and it may take more than 14 calendar days to come to a majority decision. If an application is rejected by the committee the reason will be communicated back to the applicant via the Building Manager or Strata Manager as appropriate. For other non-standard requests, the committee will consider them on a case by case basis.

Moves Approval Policy (18 Aug 2024): The Building Manager has the authority to approve moves in/out and large deliveries without referring to the committee though may refer unusual requests to the committee on a case by case basis.

Air Con Policy (18 Aug 2024): Even though the Architectural Standards state that you cannot put an air con unit on a balcony with a glass balustrade, and noting our (non ground level) balconies have glass balustrades, the committee will normally approve it (assuming the other conditions of the relevant by-laws are met) as long as the air con unit is placed as far from the balustrade as reasonably possible (which is mainly in consideration for the safety of small children and pets).

Bond Policy (18 Nov 2024): Bond for “renovations” to cover damage to common property is $500. Bond for “moves” to cover damage to common property is $1,500.

Flooring renovation and acoustic testing Policy (18 Aug 2024): This relates to by-law 26.5 and special by-law 2 part 3.3.b. The wording of the by-laws does not currently give completely clear and certain instructions to owners on what is required in terms of acoustic testing. Whether an acoustic test is required before or after or both has been debated for years. If you get an acoustic test done by an acoustic engineer both before and after the renovation it will cover every possibility. The by-laws currently also state that horizontal acoustic testing must also be done (so even bottom floor units need acoustic testing done under the current by-laws).

Topics related to By-Laws

Caveat: Included below are plain language interpretations of Fleetview by-laws and related topics. This is not an official Fleetview strata document and is not a substitute for the official by-laws. Please refer to any relevant official documents for precise wording.

Noise (CMS): A person must not create, or allow to be created, any noise which might disturb another resident.

Please don’t make noise which might cause stress to other residents. While the soundproofing at Fleetview probably meets building standards that doesn’t mean it will completely stop all sound and vibration being transmitted through walls, floors or ceilings. Sound from large sub-woofer speakers of entertainment units, children running excitedly up and down corridors, moving heavy furniture, renovations, boisterous conversations on balconies, etc will be heard by and may disturb other residents.

Washing (CMS): You must not put washing out to dry on balconies/courtyards (if anyone can see it from outside your lot).

By-Law 2. Common Property

Don’t damage any common property including any part of the buildings, lawns, gardens, trees, etc and don’t use the garden for your own purposes. Don’t discard any rubbish on common property.

By-Law 3. Cleaning

Keep your plants and balconies well maintained and minimise any water spilling onto onto another property.

By-Law 4. Moving Furniture and Other Objects on or through Buildings & By-Law 22. Moving Furniture and other items across Common Property

This is referring to significant moves not trivial ones. Contact the BM. Give the BM at least 48 hours’ notice if possible. See the FAQ topic on moving procedures.

By-Law 5. Floor Coverings & By-Law 26. Flooring & Special By-Law 2 part 3.3.b 

The floor space within the Lot is to be covered/treated such that noise is prevented from disturbing other residents. If you want to change the flooring in any way, contact the SM/BM and provide them with all the details for approval including acoustic information. These by-laws are referring to flooring other than kitchen, laundry, lavatory, and bathroom floors.

With respect to hard flooring, the following are minimum requirements for an application to be considered:

  • acoustic information must be supplied
  • the planned noise transfer level must not be above council or 5-star industry standards
  • Acoustic test results must be supplied with the application before work commences and after the work is complete

By-Law 6. Garbage Disposal

Be mindful when disposing of rubbish and waste and recyclables. See the FAQ topic on Garbage.

There is a small garbage room on each floor with a recyclables bin and a chute for non-recyclable garbage. Keep the area and the bins clean and tidy. Ensure garbage is securely bagged before going down the chute. Please collapse cardboard boxes and large plastic bottles and make sure food containers are clean. Don’t leave awkward stuff on the floor for the cleaner to deal with. For bulky items (including large empty boxes/containers, etc) please take them to the bulk waste area in the Loading Dock on Level 2 and place neatly in the appropriate area.

By-Law 10. Architectural Standards and Landscape Standards

You should read, understand, and comply with the Jacksons Landing Architectural Standards and the Fleetview Architectural Standards. Eg wrt balconies

Balcony enclosures are not permitted. Balcony furniture should be limited to: seating, barbecue, umbrella, planters. These rules are designed to prevent balconies being used as storage areas and are not meant to restrict legitimate outdoor recreational activities.

By-Law 11. Use of the Fleetview Recreational Facilities

Dress appropriately. No glass, food, or sharps. No dangerous or excessively noisy activities. Kids must be supervised.

  • BBQ: There is no by-law governing booking and use of the garden deck BBQ area. The Garden Deck BBQ is locked. The key is held by Security at the Gatehouse. There is no formal booking system. You are responsible for leaving the BBQ and area clean and tidy when you are done. Return the key to Security once you are done.
  • Pool: Garden deck swimming pool can be used 7am to 6pm (or 9pm during daylight saving).
  • Gym: Lev 4 gym can be used 5am to 10pm. Use a towel to wipe down any equipment after use.
  • Bikes: Bikes can be stored in the designated spaces in the garage. (Bikes are not allowed on other areas of common property.) A bike audit will be conducted now and then to identify and remove any bikes that have been abandoned.
  • Kayaks: There are a small number of storage spaces available for kayaks. Talk to the BM about applying to the strata committee for access to a kayak storage space (some of them are in a locked room).

By-Law 13. Security Keys & By-Law 19A. Residential Use

These are residential units. No more than two adult people may occupy any bedroom and no bedroom may contain more than two beds. This excludes children’s beds, cots and bassinets. Other rooms are not to be used as bedrooms.

Each apartment/lot is entitled (for a small fee) to a max of 2 Fob Keys per bedroom and one garage Air Key per car space. Only for use/possession by residents/occupants of the unit. This does not mean a trusted person who does not live in the unit 7 days a week cannot have a key. (eg a Real Estate Agent or your mum)

A Fob Key should give access to the following (depending on unit address)

  • 66 Bowman St, Level 5 foyer OR 41 Refinery Dr, Level 1 foyer
  • Lifts (your side) to your floor and to Lev 4 (to access the gym, pool, garden) and garage L1, 2 & 3.
  • Refinery Square courtyard gate, gym and garden deck / pool
  • Garage doors on Mount Street Walk St and Refinery Dr
  • (Jacksons Landing – Glasshouse gym and pool)

An Air Key should give you access to the following (depending on unit address)

  • Garage doors on Mount Street Walk St OR Refinery Dr

By-Law 14. Car Spaces & By-Law 27. Storage Box/Shed & By-Law 24. Car Space Occupation Arrangement

A unit’s car space should not be sub leased to another person unless that person is a resident in the building. If it is discovered that a security key has been lent/given to a non-resident for this purpose, that key access may be invalidated without notice.

A car space should only be used for: motor vehicles; motor bike; bicycle; trailer; boat (on a trailer); approved storage box or shed. Nothing should be kept outside the boundary of the car space. Keep the car space clean and tidy. The car space should not be used for storing other items (other than inside an approved storage box or shed). These rules are designed to prevent car spaces being used as general storage areas for all kinds of stuff that just accumulates more and more over time.

To apply for a storage box or shed in a car space, get in touch with the BM to discuss options and have them provide maximum size details. The proposed design should not obstruct the proper functioning of fire sprinklers, CCTV, ventilation, etc nor obstruct reasonable maintenance access to stormwater and other pipes, etc and any other guidelines that may be relevant to that specific space.

By-Law 15. Car Wash Bay

A car wash bay is provided in the garage on Level 3 for the convenience of residents to clean their vehicles. Please respect the freedom to be able to use it whenever you like by not damaging any equipment and keeping the area clean and tidy for others to use. Anything left unattended in the car wash bay [including a vehicle] will be regarded as abandoned or available for others to use or discard.

By-Law 17. Visitor Car Parking

A limited number of locked visitor car parking spaces are available in the garage on L1, 2 and 3. Contact Security to get a key. (For Bowman St side entry is via Mount St Walk and it is normal to ask for a spot on L2 or L3. For Refinery Dr side it is normal to ask for a slot on L1.) Visitor car spaces are normally available for a maximum of 24 hours. For longer periods contact the BM. If you don’t follow the rules, there are consequences. By-Law 23. Smoking and Drinking Prohibitions in Fleetview

If you smoke (or vape) you should read the actual by law.

Smoking (tobacco or any other substance) or using e-cigarettes (including vapes) is not permitted on/in any part of the building (including balconies, fire stairs, pool deck, garage, etc). Smoke from BBQs/cooking is not permitted to interfere with other residents.

By-Law 25. Electronic Transmission of Documents

Official notices and documents from the BM and SM can and will be sent via email if one has been provided.

By-Law 30. Keeping of animals

Dogs and cats should be desexed, microchipped, registered and vaccinated in line with NSW law and RSPCA guidelines. Details should be provided to the Owners Corp via the SM. If you are a tenant, you first need approval from the owner of the unit. You can’t keep “restricted” or “dangerous or menacing” animals. You can’t keep animals if they disturb other residents or destroy common property.

By-Law 31. Behaviour of owners, occupiers and invitees

Aggressive or abusive behaviour will not be tolerated. Do not disturb other residents. Don’t cause offence or embarrassment to any other person.

By-Law 32. Children playing on Common Property

Let them play (safely). Do not disturb other residents. Children must be supervised when using the pool or in the garage or other places that could be considered dangerous.

 

Special By Laws

There are many special by laws. These are mainly related to apartment renovations that have required some minor modification of, or impact to, common property that must therefore be documented in a “special” by law. (“Existing” garage/car space storage sheds that sit fully or partly on common property in the garage seem to be exempt.)

Worth a special mention is Special By-Law No. 2. This by law is a long and complicated by law that attempts to set out what is meant by cosmetic, minor or major renovation and what processes have to be followed in relation to any such renovation. You may need expert advice (eg Building Manager, Strata Manager) or even legal advice to understand it and where you stand in relation to its clauses for anything other than a simple cosmetic renovation.

 

Other Topics

Package Deliveries: Small items are normally delivered to the shelves in the relevant foyer. Australia Post deliver large items to the shelves outside the lifts in the garage on Level 2 Bowman St.

Plumbing: As a rule of thumb, everything beyond the main isolation point of the unit would be considered the responsibility of the lot owner/agent. This includes items such as fixtures like taps and shower heads, flexi hoses, exposed S-Bends/U-Traps, hot water tempering valves and dishwashing configurations.

Smoke Alarms/sprinklers: The smoke alarm in your lot/unit will not call the fire brigade. The smoke alarms in common property, or the sprinkler system engaging, will call the fire brigade. If there is a small manageable amount of smoke within your unit (eg from cooking) and you want to get rid of it PLEASE DO NOT open the door to the corridor as it may unnecessarily set off the building alarm system, causes a building evacuation and alert the Fire Brigade which may result in you getting a significant penalty fine. Try to let the smoke out via the balcony instead.

Vents: Dust build up on ceiling exhaust vents (laundry, bathrooms) should be carefully removed on a regular basis to allow the free flow of air to circulate through the apartment. To test the vents are working simply place a tissue over the vent and see if it stays in place (make sure to remove it afterwards). Contact the Building Manager if you have any concerns.

Sewer Smells: Water in S-bends/U-traps in sewer piping stops sewer smells from entering the apartment. S-bends that dry out allow sewer smells into the apartment. This can be resolved by pouring water down the relevant drain/pipe to refill the S-bend. Contact the Building Manager if smells persist.

Emergency: In the event of a fire alarm or other emergency, the proper practice is to exit to the street via the fire stairs. Fire exits are accessible from every level as well as Lev 4 pool deck (to Mount St Walk) and Lev 4 gym (to Refinery Square park). The fire stairs do not allow casual entry to any floor, they only allow emergency exit to the street.

Who is Responsible? Guide to Common Property vs Owner’s Property

Anything that would be considered part of the building itself is “common property”. Everything easily removable  (eg not tiles) within the air space of the empty Lot is Owner’s property. Confusion is usually related to the boundary between the building and the contents of a Lot (eg tiles, paint, etc). Visitor Car Parking

Fleetview has a limited number of visitor car parking spaces provided for use by visitors (not for general use by residents).

A request to use a visitor car parking space is made to the security office by a resident (or person authorised by a resident). The security office will provide a key to unlock the bollard for the allocated car space and record some basic details in a booking schedule. A visitor car parking space key is normally only provided for a maximum period of 24 hours from the time of the booking.

Whenever the visitor’s car is not in the car space the bollard should be put in the upright position and locked to prevent unauthorised use. The key should be returned to the security office without undue delay as soon as possible after use and in any case within 24 hours. Make sure the security office records that you returned it.

If these procedures are not followed it can result in inconvenience to other residents who may wish to use a visitor car parking space. Thoughtless or unfair usage of visitor car parking spaces or undue delay in returning bollard keys may result in restricted access to visitor car parking in future.

For extended visitor car parking requests (more than 24 hours), please contact the Strata Manager or Building Manager with reasons behind the extended request. This will then be forwarded onto the owners’ corporation for consideration.

Resident Parking

One or two car park spaces per apartment are provided for residents. Unauthorised use of another resident’s car parking space is prohibited. Whilst it is ok to make arrangements to lease or lend an unused car park space to a fellow resident, it is a breach of by-law to lease a car park space to a non-resident (as it would involve providing them with an access swipe key). If it is discovered that a swipe key has been lent to a non-resident for this purpose, that swipe key access may be invalidated without notice.

Facilities in the Buildings

There is a gym, outdoor (unheated) pool and gas BBQ on level 4. The BBQ must be booked with security, and the key collected from the Gatehouse. Please leave the area clean after use.

Fire stairs/Broken lift

It should be very rare that the lifts are not working. The fire stairs should only be used in an emergency, as opening the door can set off an alarm that security has to respond to and compromises the fire safety conditions of the building.

Moving Procedures (including large deliveries)

General information about moves into or out of  Jacksons Landing can be found on the Moving Procedures page of this website, however, Fleetview has its own custom “Moving Request Form“.

The Building Manager has the authority to approve moves in/out and large deliveries without referring to the committee though may refer unusual requests to the committee on a case by case basis. Please contact the Building Manager.

Moving in/out should always be done via the Loading Dock. Moves are permitted Mon-Fri (except public holidays) between 9am and 4pm. (Deliveries or removal of large items should also be done via the Loading Dock.) It is essential to get in touch with the Building Manager to book the Loading Dock with as much notice as possible as only one move can occur at a time. A security deposit bond is required in case of damage to lifts etc.

Please read and complete the “Moving Request Form” to request approval for any move into or out from the building.

      • The application form must be completed and submitted to the Building Manager at least 48 hours prior to any move.
      • The bond is required to be paid by EFT prior to any move being approved. Failure to do so will result in no move being approved.

Moving into Fleetview – Arrival

On arrival, call at the Security Gatehouse located at 58-B Bowman Street, Pyrmont to advise of your arrival. Alternatively, call Security on approach on 02 8565 9494. Please phone them if you are running late. A Security Guard will issue you with a lift control key and accompany you to the loading dock. The Guard will explain the correct moving procedures and the access route to be used.

Moving out of Fleetview

Call at the Security Gatehouse to advise of your move commencement so that a Security Guard can arrange for a pre-inspection of the lifts and common areas and access to the Loading Dock for your removalist.

Loading Dock

The Loading Dock is the correct point of access for your move into or out from the building, unless you are moving into or out from one of the Bowman Street or Refinery Drive Terraces using the street entry. It is located on Mount Street Walk on the Eastern side of the building. There is one loading dock servicing Fleetview both for 41 Refinery Drive residents & 66 Bowman Street residents. The Loading Dock’s approximate dimensions are 3600mm high x 3500mm wide x 7000 mm deep.

Report

A Security Guard will be allocated to your move and prior to and at the end of your move, the Guard will complete a condition report in relation to the common areas, lifts and lobbies. Please ensure that reasonable care is taken to prevent damage and to preserve finishes of the common areas. Your bond will be forfeited if any damage is evident from your move.

Lift

Lift cars in the residential building are 2100mm high x 900mm wide x 2100mm deep. You will be able to have dedicated lift access for the duration of your move by using the lift control key provided. If your move does not require the use of a lift, the Security Guard will advise you of the correct moving procedures and access route to be used.

Be aware that if you have not pre-booked your move at least 48 hours beforehand and/or have not paid the bond via EFT, the Owners Corporation may not approve the move.

Hours

Moves into and out from Fleetview are only permitted between the hours of 9:00am and 4:00pm Monday to Friday excluding Public Holidays. Ensure that all moves are completed by 4:00pm. Note: If the procedures are not followed, your move booking may be cancelled or terminated. Please don’t hesitate to contact the Building Manager should you require any further information.

Moves to be completed within the time frame as specified

It is important that you plan with your removalist to be completed within the time frames allowed. If a move is not started in time to allow for its completion by 4:00pm, Security may not allow the move to commence and you will need to re-book for another day. Any associated costs will be the responsibility of the resident.

Conclusion of move

At the conclusion of your move, you will need to advise the Security Gatehouse so that a post-move inspection of common areas and lifts may be undertaken. Once the lift key has been returned and the post inspection is deemed satisfactory by Security, the Strata Manager will refund your bond.

Please Note: If the procedures are not followed, your move booking may be cancelled or terminated. 

Building management is onsite from 8:00am to 4:30pm Monday to Friday. All after hour enquiries please contact Security at the Gatehouse. Please note: Security does not have authority to confirm bookings for the move, all after hour requests will be attended during business hours.

Garbage, Bulky waste and Recycling

Refuse, Reduce, Reuse, Repair, Repurpose, Rethink, Recycle

Apartment waste can normally be broken into a few standard categories:

      1. General Waste
      2. Food Scraps
      3. Recyclables
      4. Clothing
      5. E-Waste
      6. Bulky Waste
      7. Good stuff for redistribution to others (Pyrmont Cares)

General Waste 

Most general daily household “garbage” should be disposed of through the garbage chute in the bin room on each floor. Make sure the items are thoughtfully disposed of and don’t clog the chute. Larger items must be taken to the loading dock bin room on Level 2 and placed in the red lid bins.

Food Scraps

Fleetview has a compost bin located on the Lev 4 garden deck for any simple food scraps etc.

City of Sydney has a food scraps recycling program! It’s easy to do and you’ll be helping the environment by turning your food scraps into energy and fertiliser. Council provides everything you need to take part. To learn more and get on board go to cityofsydney.nsw.gov.au/foodscraps

Recyclables (Yellow lid bin)

Small items can be disposed of in the yellow lid recyclables bin in the bin room on each floor. Please make sure the items are reasonably clean and importantly free of non-recyclable material. Please crush cardboard boxes and plastic bottles before putting them in the bin to save space.

Large items must be taken to the loading dock bin room on Level 2 and placed in the YELLOW LID BINS.

Items that can be recycled in our yellow lid bins:

      • Paper & Cardboard: office paper, magazines, newspapers and junk mail.
      • Green, clear and brown glass bottles and jars (leave lids attached).
      • Juice and milk cartons.
      • All “recycle” marked hard plastic bottles and containers (leave lids attached).
      • Steel (tin) and aluminium cans (leave lids attached) and empty aerosols.

Items that cannot be recycled:

      • Plastic bags or anything inside plastic bags, polystyrene (foam), bubble wrap, …
      • Takeaway plastic lined coffee cups
      • Disposable nappies
      • Garden waste, food scraps or other organic items including dead animals
      • Syringes or medical waste, Oils, Ceramics, ovenware or light bulbs

Clothing & textiles Recycling

A clothing & textiles recycling bin has been placed for your convenience in the Loading Dock on Level 2. Please do not place rubbish, pillows or cushions in this recycling bin. The following items are accepted:

      • Clothing and shoes
      • Accessories eg handbags, belts, hats, scarves etc
      • Manchester – towels, sheets, blankets, bedspreads.

The bin is provided by ClothingAway. Clothing waste collection will be organised by the Building Manager. If you see the clothing bin full, contact the Building Manager or call the number on the bin to let ClothingAway know.

E-Waste

Electronic waste can come in many forms including computers, photocopiers, printers, faxes, monitors, batteries, and mobile phones. E-waste can be taken to the loading dock and placed in the relevant space for E-Waste. E-Waste collection will be organised by the Building Manager.

Bulky Waste

Bulky waste should be taken to the loading dock on Level 2 and placed in the relevant space for bulky waste. Bulky waste collection will be organised by the Building Manager. Mattress collection can be / is often arranged separately from other bulky waste.
